  1. People are not going to "use less." They're going to use whatever they want to use to be comfortable and happy and if policy makers try to interfere with that by way of regulation, pricing or other methods, the people will make them pay for it at the ballot box. That is a simple and enduring fact of life. Another simple and enduring fact of life is that everyone wants action on climate change and any number of other issues....... right up until the point that it starts to squeeze THEIR wallet. That's the point at which altruism goes out the window.
