What difference would it make? Rules, regardless of who makes them or what they're written on or "carved into", are only as good as the various signatories' willingness to observe them and their partners willingness; and ability, to enforce them. Rules are broken all the time by parties that believe they can get away with it because their opponents are either unwilling or unable to do anything about it. Big boys' rules have always applied and still do today. As the old saying goes; "might makes right." Go ahead and make all the rules you like with players such as the USA, China, Russia, the EU; they'll follow them only so far as it suits their interests to do so. The rest of the small fry are welcome to like it or lump it as they see fit.
