  1. Fraud even happens in the usually very straight and honest (and thusly boring) civil services in Northern European countries. It's just a fact of life. However, in the few cases that I know of locally, the perps were found out, got fired immediately, stripped of all their ill-gotten assets and got a court case on their arse to boot. After that they'd be lucky to find a job as a waste separator in a recycling plant. The worst a government, or employer of any kind, can do is trying to keep a lid on it to "not tarnish the reputation of the corporation/state department. That àlways backfires.

  2. Sadly very untrue. We can only wish. He's like a cockroach, scuttling under the floorboards( = bunker) to stay away from being squashed.
