As I understood it from other sources (I could be wrong, though) Ukraine's contracts to deliver/transport oil and gas to Hungary and Slovakia, actually ran out this year, and they decided to not extent/renew the contracts. They kept it up for a bit, in a sort of "gentleman's agreement", but I guess Fico & Orban's shenanigans finally caught up to them. "F... around, and find out", indeed. It's a sanction, of sorts, yes. But it's also fully legal for Ukraine to end the delivery.
