Because they're the ones that did the work of studying and recording it. You pretty much never give credit to the first person to have an idea, because without doing any of the work to record and investigate, it's just an idea. It's usually not even possible as most ideas are never recorded anyways. The whole idea is kind or racist, the main reason why it seems to be mainly a European thing is just because they invented the printing press, which greatly increased the likelihood of copies of works being available to credit. A lot of impressive stuff was done by pre-literate societies, but in many cases we don't know much about how it was done or by whom exactly.

Not really, the effect is limited and requires regular repeats in order to maintain. Without that, it tends to wear out pretty quickly. It is a powerful technique, but it won't do much without cooperation.
