  15. It doesn't really matter. The accusation of DEI here is on the basis of them lowering the standards in an effort to boost the diversity of the ATC rather than just giving the jobs to those that are most able to do it. I"m not sure if that's actually the case, or if it remains the case as I thought that had been addressed the last time he was in office. But, even if true it would only have been a minor aspect here. There's been a significant underfunding and under staffing of the whole system for decades and that's going to put a much greater strain on the system than possibly less qualified employees would. That being said, from what we know, it appears that this was a combination of a helicopter operating with 3 crew members when a 4th probably should have been there due to the business of the air traffic in the area and the visual navigation being used. The helicopter being 150ish feet too high and actually into the airport's landing corridor. And an instruction from ATC that may have been misunderstood by the crew of the helicopter, although there seem to have been other issues with the helicopter not understanding or properly complying with the instructions being given. The only bit of that which could have been impacted by ATC changes is that last one and even that is a significant stretch. Doubtless we'll get more information as time goes on and the investigation proceeds, but in all likelihood a bunch of the answer is going to be along the lines of what's already suspected.
