Indeed, most Chinese will have it a bit in school, but it's like all those "English" speaking Europeans. Some of them will pick up on it either because they work hard or have an interest in it, but many won't. When I was in China, I ran into a great number of people who could speak basically no Mandarin despite having had years of classes in it.
