More likely Option 2 would entail a larger geographic region than just the city, but yeah, doing a global recall wouldn't make any sense unless you suspect that it was either a factory worker or somebody who had access to burgers being distributed globally.

@Panda_Roll Not necessarily, If sequential burger packages were tampered with, then it's likely that they would naturally end up in the same city and probably the same store as they usually take the next however many packages and route them to that store. It would be weird if they wound up in different stores unless the food tampering was done randomly througout the day.

The trolley problem is a pretty bad example, regardless of what people say, basically everybody throws the switch, it's just a matter of how long before doing so.
