Well any of the 21ish knot battleships aren't going to be that useful DIRECTLY come WWII as they are too slow to go out commerce raiding and Germany doesn't have a big enough fleet for a stand up battle, so it's benefits would be more secondary keeping their shipyards and naval architects and engineers working during the interwar era. Also the German naval designers had determined when they was interested in up gunning the Königs but they were too far along to go to different barbettes to go up to 350mm Mackensen turrets that the German 305mm shell handling system was capable of being upgraded to 320 mm guns if they wanted to, but the Kaiser didn't want to make a new gun for one class of ship so that didn't happen.... If they still have their 305 mm ships but the allies say no new ships upgrading to 320 is a possibility for the 305s they already have and if they are already making 320s to upgun old 305 ships that means Scharnhorsts are probably getting 320s instead of historic 280s when those get made in the 1930s

@jeebusk well you would need a full Italian style rebuild to get up to 28ish knots like the Dorias. Just switching coal to oil only would probably put it around 23 knots like the Rs that were designed for 21 on coal but built with oil
