  1. It depends on the country. If you have a second then you have the ability to ditch one if they go for citizenship based taxation, and still have the same access to Europe. Also, different EU passports have different access around the world due to what their empires used to be and depending on if they were behind the Iron Curtain or not. Generally speaking, if you can get a second EU passport by descent - do it, otherwise try to get a tax haven (a 0% PIT country) passport be it Vanuatu or a Caribbean CBI passport that gives you OECS access to St. Kitts & Nevis or Antigua & Barbuda.

  2. Will NEVER happen - all his craft are US registered and thus any Mars base would be required to be US registered and thus a US base. That's all thanks to old British Admiralty law that governs all vessels / craft / platforms (life oil rigs) and has been maintained internationally.
