The problem facing Judge Sullivan is he has read the complete (un-redacted) charging document and KNOWS what crimes Flynn has committed - BUT he does not know what powerful evidence Flynn has given to Mueller on the BIG TARGET. Mueller needs to let Sullivan know so Flynn doesn't decide to suddenly clam-up or retract testimony.
