  1. The idea is if criminals are allowed to cause damages exceeding the cost of incarceration or welfare payments, then the larger society will simply write off the expense as a lesser evil. Of course, there is no practical consideration as to if paying criminals will disuade them or the unintended consequences of 'negotiating with terrorists,' so to speak. The important thing is that the State be expanded to increase our dependence upon it, actual outcomes are utterly irrelevant.
