No, Greece wasn't in debt. It was actually Germany who was in debt to Greece, both for the reparations and the "forced loans" of the Second World War (Germany took all of the resources from occupied governments in the form of a ten year loan, which was never repaid of course). Germany and America however blackmailed Greece into dropping its claims for the German debt, because America wanted West Germany to develop faster than East Germany, as a flex to the communists. And so they threatened to block humanitarian help to the Greece after the civil war, and not aid it according to the Marshall plan.
In fact Greece wasn't at all in debt, until 1974, when the military junta collapsed, and "democracy" returned. Unfortunately modern Greek democracy has nothing to do with a true democracy, like the ancient Greeks. The politicians that dominated were bribed from the Germans to take loans and choose to import more from them. And the rest is history
