  1. Basically : PPP for construction ,and PPP for maintaining and operating in the hands of private sector. Indian babus are "paper tigers", in the sense their ideas are tiger on paper only. They want private sector to participate when the private sector cannnot stand on its heals after ridiculous tax and labour laws and lockdown. They are only going to participate where there is alredy profits. Not where there is a requirement for infrastructure. These ideas are good for developed countries and not for developing countries. There is nothing wrong with printing money when you need money for pure infrastructure spending.
