  1. I too am a class A officer - non Gazzette, i.e. the lowest kind there is, also officially the higest paid one. No, I didn't get here via UPSC. But I can say from personal experience that any department gets more corrupt as it gets more democratic or invites political 'guidance'. Most of the corruption in any institution developers when honest officers get sidelined for refusing to bow down to political pressure. And I have to unfortunately say that my department/company/PSU it's the least corrupt amongst all, the least politically controlled. Majority of officers prefer that, some like me don't.
