By regional languages I meant local languages like Tamil, Telegu, Marathi etc and other Northeast languages. Having such information flow will allow a more involved population especially in rural areas of our country who have the highest vote share therefore keeping a responsible government both locally as well as at center. If a farmer in Karnataka purchases a Chinese phone due to globalization he must know how Chinese treat India and if he knows that he will demand local as well as central government to be more responsible. This will bring more responsible unity.
