  1. If all government agencies had true accountability, not to mention frugality and fiscal discipline, things would improve drastically and quickly. I'm not saying everything would be perfect, but it would be a good start. In this case, 'accountability' means being dismissed, losing your lavish pension and other perks, and possibly going to jail.
