A more simple point that shows the guy is lying. Comcast has home phone service, which is really VOIP over Comcast's network. For a Comcast home phone customer to make a call, Comcast has to 1. verify that the call is originating from a Comcast network, and 2. verify that the customer is a Comcast home phone customer. To do that, Comcast must know who that customer is. Otherwise, anyone on a Comcast network could use Comcast's home phone service for free. The guy is lying through his teeth (or too stupid to know better).

To counter the guy wearing the multi-thousand dollar suit's lies. 1. They do know when VOIP calls go through their network due to QoS. 2. They do know when these VOIP calls originate from within their network, using IP source address. 3. They could use certificates to authenticate VOIP users on their network as well as on other companies' networks. Then when a VOIP call comes through, they can flag whether it is verified or not. This is what is being proposed at the federal level. The problem comes when someone's relative say in India is making a legitimate VOIP call to Maryland but the Indian ISP won't participate in the verification process. But still, at least having verified VOIP calls on US networks or any foreign networks willing to participate would at least allow consumers to screen the calls better. Comcast lies.
