It's down to CORRUPTION, my friend. Too much money filtered off to "consultant" friends. Too many contracts awarded to mates companies, rather than those most qualified to do the job. Then far too many managers who actually hinder those doing the real work. This has always been the British way, even in private industry. Thirty odd years ago I had to throw out around £50,000 worth of work done by a company who had been given the job on the recommendation of their supposedly independent consultant friend.
