  1. Because of it's extreme reluctance to engage with aggressors, the West is perceived as WEAK, rather than conciliatory. Not allowing Ukraine to use western supplied missiles in Russian territory, or giving them ones that would do this better, increases the chance of war with Russia, because it shows that the West is frightened. And there's nothing that attracts the attention of a bully like Putin more than fear. Bullies don't attack those who they think will fight back hard!
