These prize based things seem to work pretty well with the X Prize, got into space afterall. Is that what this "pot based incentive" thing is that she's talking about? But they rely on innovation comming in from all angles. What this video seems to be talking about is still trying to entice the governors to get onside.... as if they're any different to congress. So why not go around the governors as well? Can't private enterprise make a competition for other private enterprises to compete in?
