The core reason is, the nature of western and US and India system is for money, however, BRI like project do not generate money quickly, it is a long term project, put money in it but with risk of not getting profit back in short time, China has forgiven debt for many African countries, but for the capitalists in EU and US and India, they do not want to do it, and in these countries, the government only service the interests of the capitalists, the government cannot control them, nor order them what to do, the governments in EU and US and India cannot do any project themselves. so compete with China with such kind project is just a BS.

EU, $297 billion, India, $ 599 billion, 2. a powerful central government, manage operate with huge banks and construction companies, such as China. 3. with huge ability of producing building materials, such as cement China produces the most cement globally by a large margin, at an estimated 2.1 billion metric tons in 2022, the second is India, with 377 million tons, 4. with huge ability of steel production, China produced 1 billion tons a year, whole EU with 152 million tons, and India 115 million tons 5. with large number of experienced labour force. summary, there is no any other country or region union can compete with China in the world

With Forex $3.3 trillion in China, this huge amount of money cannot be just spent in China, that will cause huge inflation, the best place is put into BRI, US itself got $31. 4 trillion debt , it cannot even run its own government, how can they have money to do this project??? India is a poor country, cannot even build good road in India, with Forex only $587 billion. hah :))
