The Moon is believed to have been formed when a small planet collided with the newly formed Earth, causing a portion to break off and form the Moon. If this theory is true, then both the Earth and the Moon were extremely hot when they first formed, making the presence of water impossible since they were essentially fireballs. Over time, as both bodies cooled, water from comets and ice balls in space would have fallen onto them. The difference is that Earth, being larger, could retain water vapor with its gravity. The Moon, however, is too small, and with sunlight heating its surface to over 200 degrees Celsius, any liquid water would have vaporized. Since the Moon cannot hold onto this vapor, it would have lost it into space, making it impossible for the Moon to have oceans like Earth does.
