PM is the head of an executive branch of a government, parliament is not under PM but a different branch of a government, of course it should not be Modi, but should be the President of India, head of the whole country, to inauguration of the new parliament building. With this, it shows India, although it claims it is the mother of democracy or the largest democracy in the world, BJP/Modi, has no basic common sense as how to run a democracy, BJP/Modi is making India's democracy a laughing stock of the world
