  2. It depends on what the age of consent was in the jurisdiction it happened in. If the age of consent was 16, he has nothing to answer for.

  4. @Neal M  It depends on where it happened. In the 80s, 16 was the age of consent inside many jurisdictions. It would also depend on what they actually did. Then there's the fact that she labels it "abuse". That's not what I'd call a 16 yo girl in a consenting relationship with an adult. It sounds distinctly like something a gold digger would say.
