It gives Africans scholarships to study engineering in China. Africans learn Chinese faster than monolingual English or French speakers. Many Africans speak French and English and local African languages. It is not uncommon to have trilingual speaking Africans. Therefore, it is neurologically easier for African to learn Mandarin. Many, many examples on Youtube of Africans speaking Mandarin.
