@TIKHistory is not entirely right about this. There are many mental illnesses (schizophrenia, paranoia , all kinds of delusions etc ...) where person in question could have irrational ideas, but work completely or partially rationally in accordance with them. This is especially dangerous if the person is highly intelligent like Hitler. For example, Hitler completely rationally wanted oil and other resources, did not want to retreat during winter etc ... but his end goal of extermination was something else. Furthermore, as evidenced in this case, mental illness could grow over the years , reducing level of rationality as time passes.
