  1. Ray, if that is a cast iron rotor then MIG won't work. Get you some structural steel to practice on. It is not recommended to have the nozzle rest on the work as the weld splatter can cause a short. Also the wire should be cut a short distance from the tip and not touch the work when you trigger the welder. If welders are going to help you we need to know what wire you are using and what gas. The splatter reminds me of flux core wire but it seems too small. I have taken welding at the community college and did stick, MIG and TIG enough to know what a good weld looks like. As an SCCA tech inspector I've seen a lot of welds both good and bad. My Millermatic 250X welder has a flow meter on it which is more important that the pressure.
