  1. The state needs to be divided into 3-4 states for effective governance. Govts have changed but UP hasn't. It tells you that fault lies elsewhere. Also, one should be careful when narrating headlines on caste lines. If we simply go by caste count then crime statistics will reveal a very different narrative.
