  1. CAA is far from dead on arrival. The constitution is full of several "special privileges" on various grounds. It will pass the constitutional test like Israel's LAW OF RETURN. Of course, NRC is dead on arrival. Not so much because of morality or legality but rather feasibility. We simply don't have spare money to conduct a nationwide NRC.
