  1. Yes. Mathura needs to be developed along the lines of Kashi. Of course, India's "sickular" lobby will start sulking and now raise the banner of "Universities/Hospitals". There are enough of those already albeit with deteriorating quality. Money from cultural tourism and other initiatives will help the govt improve medical facilities and education.
