@vijaydinanathchavan7644 They couldn't have refused Nitish's 2017 offer for two reasons 1) 2019 Lok sabha polls. Bihar has 42 seats which they would have lost 2) Nitish was still relevant back then.
Bihar is the last remaining bastion of "Mandal politics" with sharp divisions. BJP's core voter nucleus is 25%, RJD has 31% and JDU has 16%. Thus, the 30% floating vote becomes crucial. It sided with the JDU-BJP in 2005 and 2010. In 2015, Lalu made it one-way traffic by exploiting Mohan Bhagwat's ill-timed reservation statement to puncture the BJP-LJP alliance. It's a very caste-sensitive state. In fact, the tagline of the 80s, 90s, and even early 2000s was "Vikas nahi, Samman Chahiye".
Post-Covid, the economic situation of Bihar has deteriorated. It was a cheap exporter of labor. Now, these laborers are back home without a job and they are angry with Nitish. If it weren't for the BJP and Modi's popularity, Nitish would have lost in 2020. Nitish 16% vote block is up for grabs but BJP does not have strong local leadership in Bihar to stake claim to it.
