I think Rahul has provided Modi Govt a way out of the kerb. He raised three problems with the reforms which are very easy to rectify: 1) The first law according to Rahul will enable unlimited buying and disallow purchases in Mandis. I didn't really understand the problem here because Mandis are set up to ensure farmers have a place to sell. As long as there is a sale (which was the primary purpose of setting up Mandi in the first place), why should anyone be worried? Perhaps Rahul fears the disappearance of a Mandi system will leave farmers bound to the private players forever. Fair enough. It's a valid point. Modi Govt can provide legal status to Mandis and guarantee their existence. This way private players also won't get cocky and farmers will have a Govt net to fall to. Although I think the zero tax system in the original law was intended to resolve exactly this problem. 2) The second law according to Rahul will enable unlimited buying and lead to hoarding. This actually is a bit far-fetched because modern businesses don't operate this way. Imagine the headlines if Big Bazar and D Mart are caught hoarding. They'll face mass boycotts. Secondly, there is a storage issue and most food items are perishable. Also, these companies generally operate on thin margins. For them, high inventory turnover is of utmost importance. Nonetheless, Modi Govt can strengthen the existing laws against. I personally feel these laws will eliminate hoarding altogether. The only thing any Govt truly cares about is food inflation. It's impossible to sell propaganda to a population already feeling the pinch. With many legit players Govt will have better control to prevent hoarding. 3) The third law according to Rahul will put farmers against big Corporates in a DM's office. Now, this is again a valid point and it was among the several things Modi Govt was ready to amend. They were planning to replace it with courts but I suggest the Govt go one step further and set up a tribunal. It should allow the Opposition to nominate a third of its members. This way there'll be a more participative democracy. I think BJP must seize the opportunity. Even if it doesn't bring about resolution it will surely expose the Congress.
