  1. I would affix responsibility on the Delhi Govt for the situation at ITO barrage. Perhaps, somebody in Haryana forgot about them after the company that was maintaining the barrages went defunct. However, their importance was to Delhi and not Haryana. The company went defunct 15 years ago. That was ample time for Delhi to do something about the situation. They could have even gone to the courts. Anyways, the important thing is if the administration will draw lessons from this debacle.

  2. Instead of buckets, a better analogy would be Swimming pools. Hathni Kund Barrage was sending slightly more than 1 Olympic-Size Swimming pool per second for 3 consecutive days toward Delhi. Also, Hanlon's razor - "Never ascribe to malice that which is adequately explained by incompetence/stupidity". Incompetence is of the ADMINISTRATION that is unable to FORESEE such situations despite them occurring every few years. STUPIDITY is of the people who will come to PROTEST the moment a Dam or large storage tank is announced to curb the problem.
