  2. Problem with UP is its beureucracy. If Politicians were standards to judge a state than even Tamil Nadu and Maharashtra are no steller examples. In UP beureucracy is totally casteist. It is also the case with Bihar. Unless you fix the beureucracy nothing will change. Also there is hardly any urbanization. Urbanization dilutes castes. The PM must allocate one full budget to UP and Bihar but fix these states. They'll drag India down. For how long should Western and Southern Indian States bear the costs of UP and Bihar's mismanagement? NOT FAIR TO THE REST OF INDIA.

  3. What is the guarantee that it will work? Of course, Smaller states promote administrative efficiency but UP's problem is cultural. Some castes/religions hold plurarity and sometimes even outright majority in some districts. A divided UP will give these groups license to run amok. Only political reforms at administrative level will help the state. Do not allow any single caste group to control beureucracy. Hire Yadavs, Thakurs, Brahmins, OBCs, Dalits in equal numbers. These castes stongly distrust each other. If they work together a more holistic culture will develop and perceived injustice on castelines will fade. DIVIDE THE STATE BUT BUILD A HOLISTIC CULTURE OF TRUST.
