  1. I think it all depends on your strength, enemy's weakness and the stomach for escalation and availability of means for de-escalation. The Indo-Pak equation has totally changed. It can be summarized in one running cricket jokes - "Virat Kohli's goggles cost more than the entire PSL revenue". The "gatekeeper" of international law, the US actively "pursues" its enemies "red hot". It did not even spare its allies and I am not just talking about "doormat" allies like Pakistan. Post 9/11 suspects were lifted from France, Canada, and UK with very little regard to "sovereignty" (of course, it is likely that the US informed the political class of its western allies who were happy to look the other way because it involved non-white citizens). The US enjoys a de facto IMPUNITY (It also some Hague rulings against it but who will dare implement Hague verdict against the US?).
