  2. Operation Lotus is possible in Goa, Uttarakhand, and Manipur as BJP is on shaky ground in these states. In Punjab, it has NO GROUND. Anyways, it won't be a problem as Congress won't even be in a position to form Govt in Punjab. AAP will form Govt here.
