  2. It's actually much deeper malice. Cash/Corruption for recruitment is a "plague" prevalent in every state. I would be surprised if somebody can name a state where it doesn't happen. That said the investigation should go all the way through with at least, this disgrace of a minister incarcerated (of course, his "Big Bosses" will be left untouched. Just look at the Sonia Gandhi AGL saga). There is a need to make it more transparent and set up Civilian oversight boards.
