  1. If the intention is EQUITABLE distribution of opportunities then the Govt just needs to be STRICT about the CREAMY LAYER criteria and meticulously verify the income status of individuals. All other things are UNNECESSARY. SOCIAL EXCLUSION is on the decline. A more rational approach would be to make reservation benefits only a one-time thing. Meaning, those who got benefits of reservation at one level say the bachelor's program should be barred from using it for master's or Govt jobs. It should be allowed at only one level.
