You don't have to see beyond Delhi where farmers from a handful of states are blocking game-changer reforms that could actually benefit the country. Nandigram was Bengal's biggest fiasco condemned Bengal to another 10 years of poverty. See Ari in Maharashtra which is again stuck because of stupid politics. The Land acquisition bill is not even being talked about. The truth is Indians should STOP BLAMING ITS POLITICIANS for failures like unemployment. Indians have a progress phobia. Gujratis are an exception in the sense that Gujrat readily welcomes employment creating initiatives. As to malnutrition and other stuff, typical Gujrati food is not something that you would call highly nutitious. We have a situation where one party comes with reforms others simply derail them. Modi deserves credit for developing Gujrat. You talk about its natural resources and other advantages but the society was always deeply divided on caste lines. Post-2002 for whatever reasons Modi managed to make it about Gujarati Asmita and steered a collective economic drive backed by all he could collect on his side. Maha too has plenty of resources but the state suffers from corruption and a relative uneasy. It is also a large state which is very difficult to govern (like UP) but nonetheless, none are excuses for it not being the most developed state. Also, it is NOT the richest. It has the highest GDP but ranks 13th in per capita income (behind Gujarat and Tamil Nadu).
