  2. Hotels are in general not a investment with any particular high return, but some manage to have a profit. 'Mafia' like to have money fast, and much, and would find better ways for that than invest in a hotel like this. Someone with a lot of money have had the dream of building a fine hotel right here, and they did it. Maybe it's in an area that is an growing resort for tourists and companies doing conferences there, and they have hopes for it to be a good investment in the long run. It's not of our concern.
