It reports to the congress IN ADVANCE about their policy upcoming. Congress can enact laws to restrict them. 140+ US Banks are the "shareholders" of the FED and directly profit from its work. So EVERY shareholder of a significant bank owns part of the FED (all you 401K ers too) The major goal of the fed is the financial stability of the USA
