  3. It's kind of a grey area. Hush money payments aren't necessarily illegal. Hush money payments to conceal an affair because it might hurt election chances is election interference (illegal). Funneling hush money through a campaign as an expense violates campaign finance law (illegal). In this case, Trump's former attorney was convicted and imprisoned for his role in this situation so the illegality is tested and evident.
