  2. It's basically what the British employed during the empire, applying it to others, of course, not itself. At home it was protectionist.

It was the fear of communist revolution combined with electoral gains by socialist parties and increasing union militancy that finally convinced certain members of the propertied class in the USA to give their (very qualified) support for American-style social democratic movements and reforms favouring the working class. Theodore Roosevelt among others was one such person. That's why they threatened him with a putsch in the 30's during the Great Depression. Maybe something like that will happen again; a member of the elite will see that it's better to throw a few loaves of bread at the mob now and stave off calls for root and branch reform than to continue to continue to sprinkle them with just the breadcrumbs.
