  1. 16:44 The ICJ did not explicitly say that Israel was committing genocide. Rather it said that their was sufficient prima facie evidence to suggest genocide was being committed but with the implication that the matter needed further investigation to confirm with the allegations were true. In other words the I.C.J. was stalling.
