  1. They were told to evacuate a week ago. But whenever there's a command to be heeded, people don't listen because they think the media is lying and it won't be that bad. Once they realize it is that bad, they want to be rescued. Tough luck, you should have listened, now you're dead. This is directed towards those who were physically able to get themselves out of harm's way but didn't; not against the elderly that couldn't escape in time.
