It has nothing to do with Bibi: in 1936 by the Peel commission in 1947 by the UN partition plan In 1967 after Israel conquered the west bank in 2000 by Yassir Arafat and Ehud Barak and again in 2008 with Ehud Olmert. They turned them all down because they want to fight and destroy the state of israel.
