Under the law, the Japanese government does not have the authority to enforce citywide lockdowns but other measures are in place. 3). The Japanese government has already imposed two states of emergency at different times in the course of the pandemic, although they were less stringent than the total lockdowns as seen in many nations across the globe. 3). All Japanese citizens are asked not to go out for nonessential reasons, especially after 8 p.m. They are also asked to cease any travel outside their own prefectures. 4). Fines of up to 300,000 yen, or $2,750, for noncompliance, will be issued to violators.
