  3. The trick with threats is you have to willing to go through with them, and you need to make threats that you can make further threats once you've carried out. Hence why placing the west in a wartime economy to aid Ukraine is plenty because it will do more in the war than a single Russian nuke, while leaving us open to escalate if Russia doesn't back down from the use of nukes.

Unless we're talking the game over scenario where everyone launches everything nukes aren't very useful for defeating military enemies, they're great for soft targets like cities and civilians but Russia sisn't going to surrender just because we wipe a few cities of the map.
