  4. They must do something but that something could be fostering friendships instead. If they could make the Baltic states strong independent and friendly then that serves just as well as subjugaiton. Same with Ukraine.

It needs to be combined with a major population centre like India China or Europe to matter. And Europe has been left so far behind on population that it's weird to mention in the same sentence as the other two today.

  9.  @MrNicoJac  The classic move is to move the old population into your own heartlands and spread them out to assimilate them while you settle their land with loyal citizens of your own country. But that's sort of frowned on these days.
